What is the max resolution of a standard component cable, AV cable, and standard HDMI cable one would buy at Wal-Mart?

The cable has no max resolution, it depends on the TV/monitor. However, there are "standards" for each cable. Also, not all cables deal in "resolutions" like computers.

Quality (best to worst):
1. HDMI (same as DVI-I and DVI-D, HDMI has sound though)
2. HD Component (YPbPr)
3. VGA (aka D-SUB, typically only for computers)
4. S-Video (single cord)
5. Normal component (RGB)

NOTE: 1 is used for a lot of things now adays, 3 is typically only computers, 2&4&5 are typ8ically TV peripherals only.

Does resolution depend on the computer (any type) as much as it does the tv or monitor as long as the tv and cable can support it? More specifically can a computer that normally runs at 480p run at 720p if it is modified to tell a tv or moniter to run that specifc resolution (assuming the tv and video cable used can support it) or are other factors involved like maybe the graphics card?

The resolution of the graphics card, not the computer.

It depends on the graphics card, though most can run at 1080p unless the card is really old. But if the card can only run at 480p, it cannot run at 720p.

Suppose I needed a graphics card to run at 720p on a high-quality HD tv with no lag, the wattage on my system in this case is 150-200. What card to I need?

Well, it's more than just that.
1. If you only have 150W-200W PSU (Power Supply), you're not going to be able to have many of the cards out there.
2. You need to know the power usage of your CPU (the chip); I'm going to assume you have 1 CD/DVD drive and 1 HDD (hard drive). Thus you most likely don't have any power left as most CPUs take 95W-125W. If you have a graphics card, it's most likely integrated which means the power consumption is probably pretty close to your max of 150W-200W.
3. You need to know the power usage of the GPUs (graphics card) that you want
4. You need to know what type of connection you have to your motherboard. AGP 4x or 8x, PCI, PCI-E(xpress) x1 or x8 or x16, OR PCI-E 2.0 (2.1 cards will also work) x1 or x8 or x16.

AGP is pretty old and mostly phased out and as such is rarely found for GPUs for the new cards; original PCI is hardly used as PCI-E is used nowadays. PCI-E 1.0 is also phased out for the most part. Unless you have a PCI-E 2.0 slot, you're going to need to go search Ebay or find an old card on an overstock site or get lucky and find one on newegg that hasn't been sold out yet.

Overall, you're going to have room for a low end card from either
1. ATI Radeon HD 4000, 5000, or 6000 series (X600 and below; be careful with the 5000 as they use a LOT of power)
2. Nvidia 200, 300, 400, or 500 series (X30 and below)

And even then you'd need to make sure you don't go over.

The quality of the cable in most cases are sufficient for component signal to work.
